Actually, if you are talking about the Xbox release of Halo 1, no, it is not possible to download new maps.
It is not yet known whether or not the Mac/PC release of the game, slated for later this summer, would support such a feature.
However, the creation of such levels would require some pretty advanced tools, and I don't believe that it is anticipated there will be many (if any) fan-created levels, as there have been in the past for Bungie games like Marathon and Myth, or for other first person shooters like Doom, Quake and Unreal.

Regarding PC/Mac, even if user-created maps are not an option, maybe Gearbox, or even the mighty Bungie themselves, would go so far as to provide periodic DLz of new boards or content, possibly even implementing user suggestions (submitted drawn plans or ideas).

Actually, Gearbox did just mention in their last statement about PC Halo-- which will be shown at E3-- that they "plan" on having editing tools.
Porting houses rarely get paid except for the completion of a single project (often not even including subsequent maintenance updates) so I think the likelihood of periodic content updates from them is unlikely. (Think, for instance, of the situation with Westlake and Unreal and Unreal Tournament, where they continued to produce maintenance patches to keep up with the PC version, even though they weren't contracted or paid for them. And those are just patches-- not whole new levels.)
Bungie could choose to do that, I suppose, but I think they're probably focused on new games like Halo 2 for the Xbox, as well as whatever it is the Formerly Known As Phoenix Team is doing... and then there's always the Xbox 2.
Even with previous games like Marathon and Myth, there was always a point where Bungie went on to do something else and left others to extend the content (Marathon Infinity content was done by Double Aught, and Myth was sold lock stock & barrel to Take Two, who handed Myth 3 development to Mumbo Jumbo).

It almost was possible, when they were GONNA come out w/ a halo 1.5 disc, an upgrade. They had a choice of either taking a long time doin it, an putting halo 2 to the side, or they could forget about an upgrade an go for just halo 2. They opted for the latter...

Actually, the "Halo 1.5" and "Halo Gold" rumors were never more than just that-- rumors.
Bungie did explain, on their anti-rumors page, the reasons why they never did such a thing, but that's not the same thing as saying they actually considered it.
The most widely rumored feature for Halo 1.5 was, of course, Xbox Live play-- which really would have been nearly impossible as Halo wasn't written to accommodate anything except system link play-- the development kits for XBL weren't even finalized before Halo was first released.
And, as it is, even without spending any time on such work, the release of Halo 2 won't be until 2004 sometime anyway...

However, being able to use an external program to trick Halo into running a system link game over an Internet connection is not "internet play support"., and it's certainly not Xbox Live.
Halo 1 lacks even the most rudimentary design considerations put into a modern internet-capable game, such as client-side prediction.
For instance, you can see the recent comments from Gearbox, doing the PC port, about how they had to completely rewrite Halo's networking model to accommodate Internet play. One of the consequences of this is that network cooperative play is unlikely.

It is definitly impossible! Think about do you know of any software that can transfer stuff from your computer to your Xbox, dont but if you do then tell me. And if it was true it would have it in xbox magazines and bungie would be advertising it!
