There is a cease-fire of sorts initiated at the end of Great Journey between Sergeant Johnson and the Arbiter, due to common goals: stopping Tartarus from activating Delta Halo, because presumably both parties believe this would lead to their mutual destruction. What Tartarus believes (or think he knows) or Truth believes (or thinks he knows) is anyone's guess.
Whether this alliance can practically stretch into Halo 3 we don't know yet. We can't be sure all Elites are in rebellion. We can't be sure the division of forces will remain as we've seen so far. I rather hope not, because it puts all the units that are cool to fight on our side (Grunts, Elites, Hunters) and all the units that are less fun to fight on the "other" side: jackals, drones, brutes.
ODSTs are UNSC forces, so I don't necessarily see that their place will be any different in Halo 3 than in Halo 2.
I hope that we actually get to see more ODST marines in Halo 3. Also I hope that they are actuelly better than the regular marines like the book says. In halo 2 I didn't see any difference between them and the regular marines except for their armor.
