It has been confirmed that Kieth David (The Arbiter) has been put in the cast for halo 3. sothe Arbiter will return on halo 3 wether or not he is playable is yet to be discovered.

Arby, Keyes and Johnson might all head out towards Earth, but a lot of things could happen on the way. The Arbiter might be killed or diverted, for instance.

i dont know about the voice thing but it is true that they atleast made the character of the arbiter playable. if you watch the halo vidoc et tu brute when they start to talk about the idea of the brute pack you see a few brutes attacking a character in the corner. if you look closly you can see it is an elite with arbiter armor. i watched it on a hi-def lcd and paused it to confirm and it is definitly him.
This is actually not confirmed. While the character in question does appear to look like the Arbiter, this does not suggest anything as the videos presented therein were tech demos, nothing more. The Arbiter may appear as a character in Halo 3, but not be playable, or he may not appear at all; we don't know.
Is anyone surprised at all? Of course the Arbiter is going to be in Halo 3! Why wouldn't he be? I actually want the Arbiter to be a playable character, he'd better be.
It would be ridiculous if the Arbiter wasn't playable, he's an excellent character! We have to finish his fights too, you know.
