There's a new blog entry by Dana, the mysterious "killer" of the I Love Bees alternate reality game, where several AIs from the Halo universe somehow entered our world and are trying to escape through the website of a small honey business.
In it, she's being shown the back room of a Chinese Internet cafe where all the bootleg DVDs are. Perhaps ILB is really a collaborative project with the RIAA, to encourage fans not to pirate Halo?

It's some kind of elaborate marketing ploy to make Xbox Live more popular. I think either it's a way to encourage new registrations or it's a substantial upgrade to the Xbox Live network.

I suppose it could be. I haven't been following that closely in the past week or so, but I gather there is a list of locations where something is supposed to happen on the 24th. Whether it will be an "in-game" event or just the revelation of whatever promotional material this was all for, I don't know.
