Sure, that's a possibility. Assuming the Arbiter is in as a playable character. Having the Arbiter and the Chief team up during Cooperative play, instead of having a second Spartan, might make a lot of sense.
The question then would be, do you ONLY do that for coop, and leave a character solo when playing alone? Or do you make the other character an NPC?
If the latter, would they be invincible, like Johnson and Half-Jaw? Or fodder, like Captain Keyes and most marines in Halo 1?
That idea is a good one. It would be awsome in co-op if Mc and Arbiter played together rathe than another spartan. Another idea (for arbiter levels only)is the second player should be a normal elite instead of another arbiter. I would also say the same for MC but marines dont have shields. Maybe in a MC level if we were to keep the second spartan on co-op the second player will keep his original color instead of turning green. And even on co-op they need to make it so your teammates follow player 1 instead of 2. The marines live longer if they follow me instead of my bro!

In other places, what the marines do is dependent on what you're doing. They'll stay quiet and hang back in the opening of T&R until the Covenant return fire. In the middle of AotCR, where you emerge from the deep gully after passing through the wall that separates the spiral ledge from the last chasm before the control room, they'll hang back until advance beyond a certain point-- usually there's a rock there, the same randomly-generated rock that you can use to stand on if you want to knock over the Banshee at the far end of that area. As long as you stay behind that, the marines stay put. After that, they'll follow you, but only to the door-- they won't voluntarily enter (and they won't fight if you force them in by pushing them, or using a vehicle).

Hm, I don't know about that one. I doubt it would be easy for the Master Chief to join forces with the creatures he's been trained to destroy all these years. But if he saw a way to end the war, Humans might side with Elites.
boss battles suck arbiter and master chief should join forces and wipe out the flood and brutes and then go on some weird journey that they have to make a halo 4 for to save cortana, then they should make that movie and more games

I personaly liked the nice rush that I got when I was hurring to the end of the first Halo and making it seconds before the ring gets incinerated. So when I played Halo 2 and got to the end, well it was a disapointment. The big brute is esay to hide from and easy to kill. I have faced elites harder that him on legendary.
Anyway if halo 3 does have a boss battle the enemy should be smarter,have more attack abilities,move more(not just to you),back up,and etc.
If you like boss battles, go play Metroid. The beauty in Halo and Halo 2 was that the difficulty in each fight came from the powerful AI, not from stale, scripted events.
The AI was completely aware of its surroundings, and used that to their advantage. Having scripted Boss Battles is really lame because there is really only one way to go about winning leaving us with no reason to play the game again. I played through the Halo Campaign so many times, and it was a fresh experience each time. I went back and played Halo recently although it is 3 years old, there aren't any games out currently that compare.

No Boss Battles
