The Halo movie, should it get made, would be directed by Neill Blomkamp-- that's who Peter Jackson chose, and Bungie and MS want WETA to do the film. Since the studio backing pulled out, nobody knows if it will get made or not. The IMDB page says Fox has bought the rights, but I haven't seen independent confirmation of that.
The Halo short you linked to is a live-action short shown at E3 earlier this week to give a taste of what a live action Halo would be like.
