Halocenter, which last posted news at the end of August that Perfect Cowboy on the TeamXbox forums was not one and the same with Flawless Cowboy (aka Case) has now relaunched:

Halo Center has been closed down recently whilst we updated it and gave it a good clean out. Well it's now ready again for your enjoyment and downloading pleasure. You'll find everything you need to be prepared for an the coming Covenant assault, as well as constant news updates with the latest on Earth's defence, and action on the Halo.

They also added the last nineteen Halo updates.
