Bungie cuts things from games for the same reasons most companies do: because they aren't fun, or don't make sense.

The ATV was cut quite awhile ago. The snowhogs and so forth, if I recall, were just concept art anyway.

As for which weapons are available on Hogs, I know of the LAAG and Gauss hogs for sure. Not sure about rocket hogs, mostly because I don't actually have the game yet.

However, having played with the rocket hogs in Halo PC, I can honestly say I won't miss them if they are gone. They were fairly useless, especially with any lag at all. A vehicle mounted weapon I think needs to be almost a hitscan weapon to be effective.
