You can't.
First, you can't get the flaming helmet. That is how Bungie employees are identified.
What you could conceivably get would be the Recon armor, which is an armor permutation used by some at Bungie and currently available only to Bungie or to people Bungie has specifically enabled it for.
There is one sure way to NOT get Recon armor. That is to ask for it.
If someone from Bungie happens to see a game in which you play and you happen to do something they think is so/cool or funny that you deserve Recon armor, they'll give it to you.
There's no place or person to "submit" maps or films to in an attempt to get Recon armor.

Both lucky players will now find that Recon is a useable armor perm next time they log into Halo 3 and for the rest of you [b]don’t bother asking us for it[/b]. We’ll give it out based on [b]good deeds and valuable community service[/b] and occasionally because they make us laugh, as seen above. There will be plenty of occasions and reasons to get it. [b]PM-ing and emailing us will not make any difference. [/b] But play nice and be a good sport and who knows?[/quote]

Thats not true or at least not completely there is a forum where you can submit maps and game variants to go with it. Bungie staff browse these forums and it's possible to get recon if they like the map. but your right you don't submit it to a person.
