This new Elite form can dual wield weapons. It is not known if he is a variation of the Minor or the Major series of Elites, in terms of shields, health and general tactics and behavior.
UPDATE: Given the coloration, it is possible that this is a multiplayer Elite model and does not actually appear in the single player campaign, although this is not confirmed.

Dual Elite
What? Oh, I see. This elite was seen in a render released by bungie to a variety of game websites, and is probably just a render of a color configuration chosen by someone in multiplayer. Why? If you read the novels, a covenant, let alone an elite, would ever wield a human weapon, since the covenant, especially the elites, believe everything about the human race is inferior and unclean. To suddenly have an elite that will wield human weapons as well as covenant ones just does not make any sense: it is just not consistent at all.

In reply to: Dual EliteYes, what we read in the novels indicates Covenant wouldn't bother with human projectile weapons at all. Then again, they might have needed a way to balance out Elites against a dual-wielding MC. Not sure.
But you could be right. There are several inconsistencies and mistakes on the Halo2.com site; this may just be another one of them. We'll have to wait and see.
