That he's downloaded the files from Truth & Reconciliation but can't get them to run.

First, if you have PC Halo, you don't need both files. The second (larger) one contains all the map files. If you have PC Halo, you already have the map files, you just need to copy them where the dedicated server can see them. (Look for a Read Me file, I think there is one.)

Secondly.... what text is displayed? You're not supposed to SEE anything else on the screen. You then need to connect to the PC running the Halo server with another computer running the Halo client. The Halo server doesn't render the gameworld or display it, it just allows PC Halo clients to connect and play together.

The ReadMe file that comes with the dedicated server explains how to do this.

The command sv_kick [playerindex or name] boots a player, while the command sv_ban [playername or index] will stop subsequent connections (but does not kick).

If you don't have administrative access to the server, then you can't kick. There is no votekick mechanism in the current release of PC Halo dedicated server.
