Although this one is highly contestable with the shotgun, the simple pistol seems to be the best all-around weapon. It shoots straight, with is helpful once you learn how to aim effectively with the control pad. The rate of fire is okay, and the 12-round clip should last for two or three enemies -- barring elites or vehicles. The 2x scope is good for targeting at longer ranges, and the directed damage (head/arm shots) makes short work of grunts, hunters, and unshielded elites. Against the Flood, the pistol can be used to disarm the warrior types, detonate the wights from a distence when you want them to, and bludgeon the spore types. (Jackals are grenade fodder)
With 120 max rounds and reliable operation, the only feasible arguements against the pistol are that (a) it doesn't hit hard enough, and (b) the shots have a maximum range, as found on Halo (L2) and Two Betrayals (L8).
Respectively, use plasma or explosives, and use the spare seconds to find better cover.
(due to the sheer power and Bungie factor, the shotgun is the second best, IMO. but neither of their models show ammo when reloading/sliding...)
